Is there a way to test a secondhand controller at a used marine equipment store with, perhaps, a multi tester? This (3rd World) shop offers no guarantee and doesn't accept returns.

Only test would be to connect it to a battery and panel.
Some controllers can be damaged if a panel is connected before battery.
Always connect battery first and disconnect last. -
Thanks, Bala. Connecting the controller to battery and panel would be a tall order. I guess I have to wonder how lucky I am... I could be out a quick one hundred bucks.
